The first place to look is on Google.
Enter your description in the search box. Be specific. If you want a purple frilly sweater, tell Google.

One thing I forgot to enter in my search queue was the word free. Be sure to add it during your search.
Apart from Google, you can search blogs, photo sharing sites, Instagram. tumblr, and more.
Groups are another great place to find patterns. Facebook has just as many users as the whole of China, so you're bound to find a group that matches your interest.
Another place to look for dog sweater designs is on Ravelry.
This is a community for "knitters" and "crochet".
You can search for free or paid designs. The results I got were 297 crochet patterns, 605 knitting patterns, 2 machine knitting patterns and 4 weaving knitting patterns.
There is a lot to choose from.
